Single-sex toilets mandatory in new bars, restaurants and offices under proposed laws

Proposed government legislation will require new bars, restaurants, offices, and shopping centers in England to have single-sex toilets. Self-contained toilets for both sexes can also be provided alongside single-sex facilities, or when space is limited. However, care homes, hotels, schools, custodial facilities, and buildings for early years provision are exempt from these laws.

The regulations cover both new constructions and existing premises undergoing significant changes in use. Feedback from a consultation showed that 81% of respondents supported separate single-sex toilet facilities, while 82% agreed with providing universal toilets where possible.

Concerns, particularly from women, the elderly, and disabled individuals, highlighted the drawbacks of gender-neutral toilets, including shared queues and reduced privacy. Minister for Women and Equalities, Kemi Badenoch, stressed that the legislation aims to address these challenges and meet women’s specific needs.

Housing Minister Lee Rowley emphasized the importance of safety, privacy, and dignity for all members of society. He stated that the proposed laws will ensure that suitable toilet facilities are available in public spaces to effectively serve the community.
